[B] Scope of Service:
(1) Vendor needs to provide elector strike off solution to engage a Vendor to provide a solution to maintain lists of electors during an election cycle and provide a means to strike off electors as having voted, regardless of the physical location where they vote. Proposals should include a table of contents, be presented in the following format and include a response to each question in the order in which it is asked. It is helpful to the evaluation committee if the corresponding section headings are utilized in your submission. Proposals will be evaluated based on adherence to mandatory and general requirements as well as any applicable “higher score” statements. including ensuring the solution fulfils the business requirements, assessments are made as to privacy risks, threats and security risks, general cloud certification, alignment with relevant associated acts, regulations, standards, and directives, and the requirement that personal information and sensitive information will only be stored in a Canadian data centre.
- Vendor needs to provide a solution to maintain lists of electors during an election cycle and provide a means to strike off electors as having voted, regardless of the physical location where they vote. The solution should include both software leveraging a cloud hosted environment with the use of physical computing devices deployed for use by election officers in polling stations, returning offices, or mobile visits to treatment centres.
- The solution must maintain minimum security standards consistent with security policies of the Province outlined in the Government Information Technology Systems Security Policy (GISSP) Standards and Directives, and the Government Information Technology Systems Security Policy (AD-7107).
- The solution must have capability to secure and encrypt data while in transit to or from computing devices, as well as while stored on computing devices when used in polling stations.
- The solution must include information assessing its privacy risks, security risks, and business risks to ENB.
- The solution must have the capability to wipe all elector data from central server(s) and/or each computing device following each election.
- Describe the process to ensure no loss of data related to corrections, additions to lists of electors, or struck off electors, should a computing device experience a technical failure.
- Describe the process to wipe any elector data from each computing device following each use at polling stations.
- The solution must have the capability to maintain addressing standards and prevent duplicate entries to both addresses and electors.
- The solution must have the capability to accommodate corrections to geography boundaries and corresponding electors for any given style of election while it is underway.
- The solution must have the capability to permit the extract of up-to-date lists of electors for an individual contest, either locally in a returning office, or centrally by ENB head office who then would share it locally, so that ENB can meet legislated requirements.
- The solution must enable election officers in a polling station to search for electors using a barcode scan or manually, strike off the elector, and permit the election officer to issue a voting token to the elector so that they may proceed to the next stage in the process.
- Vendors should descirbe how their solution would record, with every struck off elector record: how the elector was searched (scanned barcode, manually searched, corrected, added); which election officer struck the elector; when the strike occurred; in which polling station or returning office did the strike occur.
(2) the contract term will be for six years.
