[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide next generation 9-1-1 solution and implementation services.
- All 9-1-1 calls are handled by multiple responders and systems in New Brunswick today. Responders work and communicate using separate systems and technology. Systems and processes demark the 9-1-1 as “a call answer and transfer process”, however, to the caller in need “it’s all 9-1-1.” The NB 9-1-1 Bureau is responsible, under the Minister’s authority, to manage and oversee the 9-1-1 service systems transition, and the business transformation that will deliver a 9-1-1 service that “begins when the caller calls 9-1-1 and ends when emergency response has been rendered at the scene”. This is a significant and long-term initiative.
- The Province is seeking a long-term agreement with a Proponent capable of providing a Managed Services arrangement providing services related to the technologies required to support the NB 9-1-1 Program and its transformation from the existing Enhanced 9-1-1 environment to the new NG9-1-1 environment, in a fashion that supports the Program’s development, establishment and expected evolution for the next ten or more years. The NB 9-1-1 Program transformation envisions the inclusion and provisioning of a Next Generation 9-1-1 solution that includes:
• Hosted services of a Call Handling solution, including the connection to the Emergency Services
Internet Network (ESInet – provisioned by Bell as per CRTC directive), and the elements and
systems required by PSAPs to conduct the business of 9-1-1 service delivery.
• The hosted Call Handling solution must include, at a minimum, integrated mapping, voice and
data logging and recording, and reporting and analytics capabilities associated with the 9-1-1 call.
The solution needs to include all environments to support this multi-year initiative, including
support and maintenance for peripheral environments containing servers, databases, firewalls,
storage, high availability, (resilience, redundancy, security, cyber security and disaster recovery).
• Integrated Managed Infrastructure Services (IMI) – includes management of Operating Systems,
monitoring and middleware software support. IMI services are expected during the environment
build out, implementation and ongoing support.
• Application Maintenance and Support Services (AMS) - includes incident management,
application problem management, database management, applications operations management
and release management.
• Implementation Services – include complete configuration, training, implementation and
deployment of the Contract / Supplier solution to all identified 9-1-1 service delivery agencies
within New Brunswick.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
