(1) Vendor needs to provide application modernization and rationalization strategy service. • Technologies supported, including custom developed applications, and commercial off–the–shelf (COTS) applications.• Support and enhancement activities are ongoing to address the needs of business owners, ensuring the applications remain secure and stable• Develop a framework to produce an application health score that will prioritize applications for modernization based on criteria to be defined• Develop a template for a Business Case that summarizes the rationale and investment required for modernizing an application.• Document a journey map for business and technology teams to action applications modernization ort rationalization including process flow and decision criteria.• Provide a set of actionable next steps, a high–level roadmap and supporting information, and governance model for proceed with the modernization of the application(s) as determined by the framework.• Develop a template for collecting data and scoring of applications.• Stakeholders to gather qualitative insights on application performance, challenges, and potential opportunities, capture data for each of the criteria defined in the Project Initiation phase, for each application in the targeted subset.• Develop a business case template that provides sufficient information to stakeholders to make an informed decision about whether to proceed with modernization for the selected application.
